About MConnect¶
MConnect is the interoperability platform of the Government of the Republic of Moldova that connects institutions' information systems, enabling automatic, secure, and lawful data exchange. This lets data flow quickly between authorities, without repeatedly requesting it from citizens or companies. The platform is used by both public authorities and private participants, under the conditions of the Law on Data Exchange and Interoperability.
The platform applies the "only once" principle — data is provided once and reused between institutions, based on a legal basis.
Data available for consumption through the MConnect interoperability platform is published in the Semantic Catalog — explore it to discover which datasets can be integrated directly into your digital solutions and processes.
No dedicated technical integration guide
This page and Connection procedure describe MConnect as a platform and how to request data access. MConnect does not expose a separate technical integration guide (API reference) in eGov4Dev — for technically integrating a system with MConnect events, see the MConnect Events guide.

- You simplify internal processes and offer faster services.
Usage costs¶
- Free — for public institutions.
- Paid — for private-sector participants:
- Setup fee — 1000 MDL per data source (charged once).
- Data exchange fee — 0.25 MDL per query.
Costs are set according to the regulatory framework in force.
Need data but don't have an information system?¶
You can access data through the electronic data-access service, a component of the MConnect platform, available on the Government Data Portal.
The "Data with Authorized Access" module is intended for data-exchange participants who don't have their own information system:
- Allows real-time access to authentic, accurate, and up-to-date data from state registers and information systems.
- Data access is granted according to each participant's rights, legal basis, and purpose.
- User authentication is performed through the MPass government service, including with electronic signature.
- Data is provided automatically through the MConnect platform, without manual intervention.
- The service ensures controlled access to information for performing legal duties and delivering services.
Security and confidentiality¶
Data exchange takes place in a secure environment, based on government infrastructure and standardized data-protection mechanisms:
- The platform is hosted on the shared government infrastructure MCloud.
- Data exchange takes place over the dedicated public-authority network STAAP (RTAAP), using secure connections.
- Systems are authenticated via digital certificates, and users via the MPass government service.
- Data access is granted in a controlled manner, based on each participant's rights and legal basis.
- All data exchanges are logged through the MLog government service, ensuring traceability and audit.
