Connection procedure

Do you have your own information system?

Yes — you can request direct connection to MConnect to consume or provide data through technical integration. See the steps below.

No — you can request data access through the "Data with Authorized Access" interface on date.gov.md, without a direct technical integration with MConnect. View data in real time, based on your legal right, without complex integrations.

How do you connect to MConnect?

There are two scenarios through which an institution can connect:

Scenario 1 — Directly through the Semantic Catalog

  1. Explore the Semantic Assets Catalog.
  2. Search for and select the desired dataset (query/queries).
  3. Fill in the connection request directly in the Catalog.
  4. If you don't have signing rights, the system automatically notifies the responsible person (enter their email in the dedicated field and click "Send for signature").
  5. The request is signed electronically via MSign.
  6. After signing, the request is automatically sent to the eGov Moldova team for processing.

Scenario 2 — By email

Use this scenario if the data is NOT in the Semantic Assets Catalog, is in the catalog but you don't have an electronic signature, you can't find what you need, or you want a customized data exchange:

  1. Access the Semantic Assets Catalog.
  2. Fill in the request with the requested information and the data you want to consume.
  3. Save the request as a PDF.
  4. Sign the request electronically via MSign.
  5. Send the request to: office@egov.md and mconnect@egov.md.

If you found the desired dataset but don't have an electronic signature:

  1. Access the Semantic Assets Catalog.
  2. Select the query/queries.
  3. Download the generated request as a PDF.
  4. Sign the request electronically via MSign.
  5. Send the request to: office@egov.md and mconnect@egov.md.

What happens after you submit the request?

  1. eGov Moldova reviews the request and issues a Connection Decision.
  2. If the request is filled in correctly, the technical team configures the service and provides testing instructions.
  3. After successful testing, the data is made available in the production environment.
  4. Private institutions will also sign a standard contract (template available on the MConnect website, "Document templates" section).

Duration

The average integration process takes approximately 30 working days.

Access denied without RSI registration

If a public institution's information systems are not registered in the State Register of Information Resources and Systems, data access will be denied.

Costs

Service costs apply only to private-sector beneficiaries:

  • Setup fee — 1000 MDL per source (charged once).
  • Data exchange fee — 0.25 MDL per query.
